covering wood decking

I have a pressure treated wood deck. It is structurly sound. But, it is cracked, checked and splintered. The rails are 1/4 rounded and need to be covered.
I have a pool deck rail that has a vinyl cap covering a 1X6 rail. Is there a vinyl cap or vinyl paint that can completely cover my decking and railing. If it were made to snap over the existing 1x6 and 1x4 pressure treated lumber it would be easy to install and cover my splintered wood.
I would think a vinyl paint thick enough to fill the cracks would work, but I understanding you can't do that over wood because of its constant expanding, no liquid would withstand the northeast weather changes combined with the characteristics of the wood.
I am looking for any answer other than replacing the existing wood - it is sound, just ugly and not save for bare feet.
