Covering textured walls with spackling

A condo I just bought has textured paint on the walls. I would like to remove it in order to have flat walls throughout. However, sanding has proven to be very difficult, even with an orbital sander. Can I cover over the texture using a thin coat of spackling or mud throughout? If so, what type of compound is best for this purpose, and what helpful hints regarding the technique for doing this can anyone give?
