The noise that you are describing - if it is sort of a popping, krinkling noise that goes on for a period of time 2 - 4 minuets, it is typical of the cheaper electric baseboard heaters. If this popping noise only happens once when the unit goes on or off, it could be caused by too small a switching circuit for the heaters (are they controlled by one thermostat or by a switch on each one? If the latter is the case, I would call back the installer and have them correct the switching problem. If it is the former, I'm not sure what could be done, short of replacing the "cheap" heaters with quality heaters that don't make noise when expanding and contracting when heating up and cooling off.
