If you have checked the thermocouple, it only leaves the magnetic valve inside the control, or the connection at the control valve. You might want to check the voltage coming into the control valve, to see if there is enough coming through the lead. You will have to check voltage requirements through your Water Heater manufacturer. If the voltage is correct, and the connection has no rust, then it has to be the magnet inside the control valve.
