I would tell them that you will scrape off the paint that will come off, or pressure wash, degrease, and prime where needed for your paint job, but can't be responcible in the future for the previous paint job. If the previous paint starts peeling you will be able to tell easily by looking at the backside of the peeling paint.

Unless they want to go through the expence of removing the existing paint, I would leave it up to them and have them sign a contract.

I painted the shop in a Ford dealership and had to keep the concrete floors clean, it is a job to say the least.
