they use this on bridges and walls and such. Its a paint that does not allow this #$%& to stay on, it washes off.

Your friend needs to remove this stuff the day it is put on. Its like a dogs urine, they are marking the area and that stuff means they own that area. If you keep that off immediately, they go elsewhere.

I was told this by our City Policemen.
