construction question

I live in CA, where I have worked a lot of home construction, but basements are rare here, and I have never worked on a site with a basement. Recently I traveled to Minnesota, where I ran across several homes under construction. They all had basements, very interesting stuff. Especially curious to me was that the houses were all framed up and sheathed, yet the basement floor slab had yet to be poured. Even the basement partition walls were framed and in place, suspended from the main floor joists above. Is this normal procedure? It seems a very awkward sequence, difficult to align walls and finish the slab. Something to do with cold climate? water table/drainage? a goofy contractor? I'd appreciate if someone could enlighten me. Thanks.
