Consider making the holes bigger

And possibly inserting a pvc pipe and caulk around it and make sure its at a fall and can drain out side the ties and carry off the water. You need about a 5 to 7 degree fall so that the water will drain. Any screen or filter will only congest the hole and not allow for drainage. at a later date you might consider installing a middle drain that goes under the brick and has its fall and then drains out and away from the patio area
