but I suspected too much moisture/humidity too. Gordon has a good suggestion that most likely it lacks a good thick layer of insulation to prevent moisture buildup and thus the peeling paint. if the insulation is proper thickness over the kitchen, then you might consider redoing the ceiling with like a quarter inch thick drywall to give you a good unchalky surface to start with. prime the drywall well then apply a good coat of regular latex paint. should solve the problem but do as Gordon suggested first and check for proper insulation above the kitchen.
