NANCY , I AM A CONCRETE CONTRACTOR. I HAVE SEEN THESE TYPES OF WALLS IN A NUMBER OF DIFFERANT OLDER HOMES, AND THE MAIN REASON FOR THEM IN MOST OF THE HOMES IS PERTAINS TO WHAT YOU MENTIONED ABOUT YOUR FOUNDATION. ALOT OF THESE OLDER FOUNDATIONS, MOSTLY STONE ONES, TEND TO COME APART IN THE MORTAR JOINTS DUE TO MOISTURE AFTER A NUMBER OF YEARS, IF THEY WERE NOT SEALED OR PROTECTED PROPERLY.IT IS CHEAPER TO POUR A SMALL WALL OUT FROM THE FOUNDATION,TO BOTH SEAL IT OFF FROM MORE MOISTURE DAMAGE, AND TO STRENGTHEN THE EXISTING FOUNDATION INSTEAD OF REPLACEING IT.
