concrete to woodfloor.

i guess it is called a subfloor. see the room has a small step down from the regular floor.and the cement gets cold and we want to raise it up and insulate it and put the subfloor on there but we are not sure how to attach the floor to the cement. we were also told we might have to put visqueen down before we put the boards down due to they might get wet and rot the wood floor.we just want to make it a normal insulated floor.its hard to explain.
