Are you wanting to do it yourself? I hesitate suggesting that judging by your questions. It takes some guided training to be good at those finishes.
To get a rough finish, a broom finish is the easiest IMHO. Very common.
Pure white concrete takes a bleached mix and it is expensive.
A smooth finish is a steel float finish; very common.
You will have to ask around or look in the Yellow Pages for finishers and prices. I am in Santa Ana and don't know any finishers that work in SD.
