Compressor Ratings

I am confused by the ratings given for compressors. If a compressor puts out 7.9 scfm at 40 psi (54.7 psia) it should in theory put out about 4.1 scfm at 90 psi (104.7 psia) That is using the gas law P1xV1/T1 equals P2xV2/T2. What gives? I notice this same thing with many different compressors. What am I missing?
