your first plan of attack might be chemicals to weaken the adheasive. Using a belt sander before the bulk of the stuff is removed will only cost a fortune in belts as they will gum up soo fast.

I would find a good chemical stripper and start there. Apply it and then scrape. When its clean, then use your belt sander.
