Cold area on radiator

Please help! Just one of the six radiators on my system has a cold patch which won't get warm no matter what I do. It's a single radiator 1.5M long and 0.4M high. The cold patch is half way along its length and at the bottom. The cold patch is about the size of an A4 sheet of paper. All the other radiators warm properly including the three others on the same floor. I've removed it and flushed it but that didn't help. I've also put the pump on full duty and turned off all the other rads to force maximum flow thro it, but that didn't help either. Both the lockshield valve and the thermostatic valve have been opened fully. Please have you any suggestions?
