Cold air returns for the basement

Dear Bob,
I own a cape Cod style home, I have a new Trane Energy efficiant Gas forced air furnace. I have two heat runs in the basement, one on the finished side from the ceiling and one on the unfinished side again from the ceiling. The basement is still cold.
I would like to add a cold air return to the finished side, many say you cannot put one in the same room as the furnace and some say it is not a problem. I am also thinking of moving one of the heat runs to the floor instead of the ceiling, I am sure this will help.
Can you please advise me on the rules for cold air returns near a furnace.
