your best bet is to have the heating ducts rerouted so that they are low in the wall. You want the heat to blow across the floor otherwise it will always be cold. Remember hot air rises. If you don't get it low to the ground coming out of the register, it will never get to the floor to heat it up. As for the returns, for the most part it doesn't really matter where they are. All they do is carry air back to the unit. the supply location is more important. best of luck
