Cold Air Return in Engineered Floor Joists

I am beginning to think about finishing the basement in our 2 year old house. Unfortunately, the builder was not very thoughtful when doing the duct work. In particular, I've got a large cold air return running horizontally below the TJI (not sure if this is the right term), "Silent Flooring System", engineered floor joists.

I am wondering if I can re-position this duct so that it runs through the joists but an concerned about 1. the structural integrity of cutting into the joists and 2. how big a hole will need to be cut in the joists to allow the proper return air flow.

Any advice is appreciated.
