Cold air return

I have a finished basement in a 5 year old house. There are two vents that put heat into the main room and I have another bedroom with another vent. It is quite cold downstairs all the time. I was wondering if it is a good idea to put in a cold air return, and if so, how would I go about doing it. I have heard that attaching one to the cold air duct work does not do the trick. I was told to put a hole in the drywall about a foot or so off the ground and then lead it back, to say, the laundry room. But do you actually drill holes in the studs, or what exactly? My ceiling is a suspended one.
