Let us take an Industrial point of veiw to your situation, For starters generally a good scrubbing with 1quart bleach, 1/4 cup of TSP to a gallon of water will help to clean the walkway, you apply this solution with a garden sprayer and scrub the surface well with a stiff brush, pressure washing well afterwards should provide you with enough of an anchor profile for a new coating to stick to, I would suggest that you look for Industrial non skid coatings for this situation versus purchasing floor paints and adding any type of sand to it. Industrial Non skid coatings are much more durable than products that add non skid addetives to them, the grit is actually manufactured ground into the resin system and less likely to wear away with constant traffic.
