Closing off AC registers when electric heat is use.

I live in a retirement community. I have electric baseboard heat with individual thermostats in various rooms. There is a separate central air conditioning system with compressor on exterior and air handler and ductwork in attic. There is no basement. Our community maintenance people recommend that supply registers near ceiling be left open during winter. I believe that is more efficient to close them and insulate the central return in the hall ceiling when the electric heat is use. I would like input from someone familiar with this situation
