Closing Basement Opening

In my area engineers typically call for drilling and epoxying rebars into the existing concrete to make this attachment. Typically they call for a minimum of 5" of rebar into the old concrete and about 2' of rebar sticking out to connect to the reinforcing steel in the new work. Usually the engineer makes a rather vague sketch which I interpret to mean I should epoxy a re-bar into the old foundation every foot or 18" to match the spacing of the reinforcing of the new work
