cleaning paint brushes

This may be a really dumb question, but what is the proper way of cleaning a paint brush?
Is it ok to wash them in the kitchen sink with soap and water (for latex paint). I always wonder if the paint will clog up my pipes since it kind of has plasticky feel when it gets even a little dry.

The second question is what are you supposed to do with mineral spirits after you clean a paint brush that has been used for oil based paint? Is that ok to put that down the sink? What about the rags used to clean the brushes...can they go in the trash?

I don't know if these things are environmental hazards or if they will hurt my pipes. Thanks!
