The asbestos in the backing of the tile is NOT dangerous unless it becomes friable. It becomes friable if you take a power saw to it, a tourch, any type of sander or sanding, or the like. As long as it's in a 'solid' state, the homeowner can remove it. The trouble comes in disposing it.
In my township, the trash hauler will take it in 4' lengths or less. And you must put it out a little at a time. So check w/your hauler and DON'T use any tools that will make the glue friable (or become airborne.)
