Hi, tom. Hydraulic cement, the kind that expands when it sets, should work great. It is available at home centers and you can check the bag or plastic container to be sure it is the expanding kind. You will probably have to drain the cistern with a pump for a couple of days but that depends on the size of the leak. The cement holds best if you can undercut a crack so the crack is wider inside than on the face.
