Once the exterior of the building / foundation has been properly sealed and the landscape is designed to divert water away from the building I would then make sure the surface is clean. Seal the interior wall with a concrete bonding adhesive and let dry for 24 hours. *(Its very important to remove as much of the efflorescence with a dry brush, then rinse with either a pressure washer, garden hose or a bucket.)* Once the wall is clean and sealed you are ready for painting or you may use stucco.
