Chimney/Masonry Repair

Scanned through to '98 and couldn't find anything on the topic. The mortor on my 80 year old chimney is turning to sand in the basement (and possibly elsewhere). The only proffessional assessment of the situation was $4K to fill the stack and repair exposed roof masonry, and a recommendation that I tuck point the basement myself. Is this reasonable, and is tuck pointing the basement portion enough to ensure integrety (no fill on the inside of the structure)? Appreciate any input!
