Depends on what it is made of. Removing a brick chimney first floor part takes some careful engineering. Removing the bottom part of a building tends to make the upper part fall down to meet the base. The bottom of a metal chimney can be removed as it should be properly supported all the way. If it is a masonry chimney, it is a lot easier to fill the bottom part to just below the upper level with sand.
