I agree with what LJ says but on some older water heater, they is a little filter in the supply line. disconnect the supply line to the heater and see if they is a little mesh filter in the pipe in the water heater, it it has one, they get clogged. This happened to me when I lived in Garden Grove, CA. I just remove it, pressure was up to normal. HTH
