Chair Rail Heights

We are planning to install chair rails along the perimeter of our dining room and living room. Both spaces are in the same area divided only by the fact that the LR is sunken and there is a small railing with spindles which acts like a divider on the upper part in the dining room. Well, the question is since the floors are uneven in both areas, should we keep the chair rail level around both areas or should we treat each area separate and locate the chair rails at different levels? By the way, we have cathedral ceilings in both areas, at what level would be recommended to install the chair rails?
