Chain Slack.......

One thought is that the chain that pulls up the flapper valve at the bottom of the tank has too much slack in it. If so, the flow of the water is pulling it shut when you let go of the flush lever.
Try adjusting the chain so it barely has any slack at all when the flapper valve is seated.
