It is my understanding that you should not apply the mastic for tile directly to a luan plywood. It will absorb to much of the liquid from the mastic and the bond will be compromised. For a horizontal installation of tile, a cement board product like "duroc" is generally advised. On a floor, the Duroc needs to be grouted so that there is no flexing of the sub-floor, or the grout will crumble. I suggest you search for installation guides before starting.
