central heater that won't turn on

Do any of you smart people out there have any suggestions on why my central heater won't turn on. Even the little light that usually comes on when i flick the heater from "off" to "heat" isn't light (plus the a/c won't work either). The heater was working fine up until Monday. Monday we had the electric company come out and re-read our meter (the were off the read we got on our bill by leaps and bounds, and since then it hasn't worked. Now, I have to admit for the last two weeks the heater was blowing cold air just before it was going to shut off and we were a little worried about that. Anyway, I've been under the house and all the wires and compresser etc all look good, no loose wires or wholes. So, i'm thinking that one of the two fuse boxes might have a dead fuse ? I'm not in the electrical industry so i'm just quessing, do any of you guys have an idea or suggestion for me ? thanks in advance for any help you can offer!
