central air/heat in old house, also pier foundation repair

just bought a 95 yr old house in new orleans, it has 12 ft ceilings and is raised about 3.5 ft on brick piers. i was wondering, should i run duct through the attic and have registers in ceiling or run it under the house and registers up through the floor. i have plenty of room to do either, but am curious which is more efficient and/or 'correct'. i am also having pier 'rotation' (the piers are leaning away from the back of the house and taking the wall with it) and would like any advice on how to remedy this, or recomend a 'how to' guide on foundation work. thanks. coby
