cement color

I have a big problem... I just had the steps to my house replaced. My cousin, who is from another country, did the job for me. The steps came out really nice; he used some bricks that I had as the base, and then he used 8" x 16" patio blocks for the top of the steps. Looked great, but I was concerned that over time the red patio blocks would lose their nice red color. My sister advised me to just use some Thompson's Water Seal over the blocks, but my cousin got some red Quickrete Cement Color and painted the blocks with that! My big problem is that they are not drying, feel sticky, and when it rains, there is red running off the steps onto everything! Every time I walk on the steps, I track red into my house. PLEASE... if anyone knows how to remove this stuff, I am desperate for advice.
