Is this used as a living area, or just storage/utility space? Is the problem primarily one of appearance or structrual? Does water leak through the floor during wet weather? Is the owner experincing hairline cracks and some spalling, or extensive fissures with chunks of concrete coming loose? These questions need to be answered before any lucid advise can be give.
