Cellulose attic insulation and flooring question?

Just moved into a 13 year old Colonial in southern NH.
The attic has plywood down on about half of the floor.
There is cellulose everywhere (at least I think it is cellulose - looks
like ripped up newspaper) Who ever put it in must have ordered
way too much because it is higher than the floor level is some
exposed spots and there are a few garbage bags full sitting around.

First, what should I know about handling cellulose? Dangers?
Is there anything else I should do befor putting down the rest of the plywood.

I'm planning on installing a whole house attic fan, anyother issues?
(I have read the other postings on attic fans, yes there is good ventilation.

* the attic is going to be used for storage only.
