Ceiling Joist to floor joist

Hi
Currently I am considering putting a second story onto my mid fifties ranch style house in sort of a Cape fashion, local rumor has it that IF the house has 2X6 on 16 " ceiling joists then you can lat down two layers of 3/4" plywood to obtain enough floor loading to span 14' without having a spongy floor.
My biggest span is 12' the load would be supported on the outside walls which are supported by a poured concrete foundation on yet unknown footings.
Does anyone know if this is a good solution?
