Ceiling in basement

I am finishing my basement, and want to ensure that
hot air and A/C duct work plus water pipes are accessible.
I was thinking of hanging a ceiling, but the joists
are 93 & 1/2 inches from the bare concrete. If I
figure 1/2 inch for pad and carpet, that leaves
93 inches, and my understanding is that I need
90 inches minimum from floor to ceiling for the codes.
Is the remaining 3 inches enough to hang a ceiling?
Do particular brands require less space from the
joists above than others? If no to both of these,
do I have other reasonable options to maintain
access to the pipes?
