Ceiling fan light kit

I am trying to install a light kit to an existing ceiling fan. The instructions say to connect the white wire from the light to the white wire on the fan. Then conncet the black wire from the light to the black or blue wire on the fan. The fan had a sticker attached to one white wire and one blue wire saying use these wires to add a light kit. The lights did not work after I followed installation intructions. I then tested both the white and blue wires on the fan and set the tester at 220. The readings I got were 0.3 and 0.9. So, do I have to take the fan off the ceiling and see if the blue wire from the fan is connected to the hot wire from the house?? Why wouldn't the blue wire on the fan be hot? There is no wall switch to operate the fan, only a pull chain.
