Ceiling fan install with 4-wire wire

The ceiling fan installation book seems to indicate that you can have power "always on" to the fan motor and switched to the light with a 4-wire installation. However, I can't get it to work.

-2 wires connected to the switch; black on bottom, red on top (the 'on' postion).
-4 wires in box in ceiling.
-previous light fixture had white to white, red from 4-wire to black on fixture, black (from 4-wire) taped off, and ground to ground.
-fan works with blue and black from fan to red wire, white to white, ground to ground, and black still taped off. The switch controls the power, and the pull chains control the fan and light independently.
-I tried white to white, ground to ground, red to blue (for light) and black (that was taped off) to black. The light works off the switch, but no power to fan motor.

Any help will be much appreciated.
