Hi, Pat. Cedar is a funny wood in that sanding it releases the chemical that make the smell. A light sanding with 150 grit will release so much of it that the smoke odor will be heavily over powered. For non-porous surfaces, TSP is great but it can be pretty caustic to your skin. A claner like Dirtex has a "buffered" form of TSP that cleans as well but without the need for gloves.
By the way, Kathy, TSP is still available. It is not only your laundry detergent but probably in your morning bacon.
