I go to alot of trouble to make sure any surface I am caulking is clean and dry, in order to effect a better bond. I am inclined to question the wisdom of spraying soapy water on a surface that the edge of the caulking will be trying to adhere to, as it spreads slightly when you smooth and feather it.
I also think a 1/4" bead is too large for most people to work cleanly.
