Cast iron cookware

was given a cast iron pot with lid that is covered with surface rust. I tried good lod-fashioned elbow grease & steel wool, and removed most of the rust. The cast iron is rather porous, and I can not get all of it.

Can you recommend a good way to remove the rest?
