Carpet nails and the thin wood used to hold them can easily be removed with a "nail bar". You can find one at any hardware store for less than $10.00. Its similar to the end of a hammer but flat. As for the paint, you might try a simple paint scraping tool. I would double check about the lead though, you don't to inhale that while your scraping.
