I suspect it is buckling in only one direction - that's due to the way it's rolled after it leaves the loom and not stretched enough when it was installed. If so pull it up from the tack strips in that direction and use what's called a "kicker". It's a big metal thing with a pad with nails on it. The nails grab the carpet and you hit with your knee to pull/stretch the carpet where you want it to go.
