A paper tiger will probably leave marks on the paneling. (If that's not a concern, then nevermind.)

Soak the wallpaper as much as you can (with DIF or vinegar) - you can probably score the wallpaper in the grooves of the paneling.

If the paneling is real wood, this should work. If the paneling is "a picture of wood" (i.e. cheap) then you're going to have a mess - just rip out the paneling and put up new drywall or paneling.
