I'm assuming you mean a sill plate. Short of lifting the whole house, there is nothing that can be done. This was typically done in some homes in the midwest (wisconsin) etc. The only drawback that I know of by not having a sill plate is that the house isn't anchored to the foundation. This would (as far as i know) only cause problems in hurricane/tornado conditions.
Other than that, I don't believe its actually a problem.
