can you paint latex over oil ?

All the trim in my 1900 rowhome are painted with latex paint. If you touch the trim, the paint peels off and reveals a dark blue paint which my construction worker said was oil paint. I really would prefer to do Latex paint. Can I use Kilz or another type of primer and then paint with Latex? I have a dog and I fear the fumes of oil paints for my pet and ourselves.
