The difference between IC and non IC can fixtures is that the IC fixtures contain a thermal cutout in the top of the can which is there to turn off the current if the temperature in the top climbs to levels that would cause a fire. If you put compact fluorescents in there, then insulated over the top of the non IC fixtures, sold the house and someone else put normal flood lights in there they might burn the house down. the IC fixtures are relatively inexpensive $10-$12. and are available in a retrofit (remodel) configuration.
